Position Description PRIMARY PURPOSE: Negotiate and issue General Services Agreements, continued maintenance of service agreements and purchase Materials/MRO for Engineering/Operations/other departments under Procurement designated guidelines with the ability to analyze the financial impacts of contracted services and material purchases. The successful candidate will provide support to the Products Pipeline business unit. ESSENTIAL DUTIES & RESPONSIBILITIES: Participate in the development and fulfillment of contract requirements in the purchase of equipment, materials, products or services. This includes, but is not limited to: Negotiate contract terms with suppliers and participate in the determination of acceptable bids Prepare bids or requests for proposals (RFPs) including specifications and requirements Interpret internal and external business issues and recommend best practices Advise internal functions of contractual rights and obligations Develop new sources for the services or materials being requested, without direction Request or approve amendments to contract terms or contract extensions Interface with internal functions to evaluate contract compliance Act as liaison between Company and suppliers Ensure there is proper 1) business case, 2) risk management, and 3) compliance components in place for each contract Ensure for each agreement that procedures are followed for integrity of: 1) Company Contract Management Database 2) Pre-qualification of Safety Questionnaire (ISNetworld or equivalent) 3) DOT Qualification where required (NCMS or equivalent) 4) OQ Qualification where required (Company Database or equivalent) 5) Insurance Certificate 6) Contract execution and documentation Execute Material Purchase Orders and Work Directives against Agreements, without direction Develop and measure cost savings a big plus Ability to analyze spend data with direction to ensure Total Cost of Ownership Supply Chain background a Plus Assist customers in meeting the objectives of cost control, quality, and schedule, without direction Attend Training and Operations project meetings as required Write effectively, and understand verbal and written communications, including email Deal with a wide variety of people with tact, courtesy and professionalism Speak clearly, both in person and by telephone, using a high level of verbal skills, and listen carefully Maintain a regular, dependable attendance, and high level of job performance Maintain a high regard for personal safety, the safety of company assets and employees, and the general public Other daily, weekly, and monthly duties, and special projects, as assigned May be required to carry a company-provided cell phone and be available to respond during working hours, and occasionally during non-working hours May be required to work non-traditional hours as needed Occasional travel in and out of the region may be required and is anticipated (approx. 10%) Position Requirements EDUCATION: High school diploma required A four year college degree is preferred A minimum of three years (5 is preferred) experience in direct and active work experience in full Contract writing. EXPERIENCE/SPECIFIC KNOWLEDGE: Must have knowledge of materials and service contract law, terms, and conditions Buying experience is preferred Familiar with industry-related commodities is a plus CERTIFICATIONS, LICENSES & REGISTRATIONS: Must possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers (for travel) Ability to obtain TWIC (Transportation Worker Identification Credential) as issued by TSA (Transportation Security Administration) may be required COMPETENCIES, SKILLS & ABILITIES: Intermediate to advanced proficiency with Microsoft applications (including, but not limited to: Word, Excel, Outlook, PowerPoint) for the purpose of word processing, spreadsheets and information retrieval; expert
