You will serve as a Human Resources Specialist for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Office of Disaster Personnel (ODP), Field Operation Center East (FOCE) in Atlanta, Georgia. This position provides advice, guidance and/or assistance to managers, employees and applicants in the areas of Staffing, Recruitment & Placement, suitability/security, employee relations and benefits and personnel actions.

FOCE is located in the heart of downtown Atlanta, GA. It is conveniently located near the MARTA train station and near attractions and well-known restaurants.

Duties

As a Human Resources Specialist at the GS-0201-9/11, some of your typical work assignments may include:

  • Performs staffing and recruitment and placement activities for a variety of positions in the competitive service and excepted service and responds to related inquiries.
  • Reviews applications (resumes and other supporting documents) to determine if applicants qualify for the positions and grades.
  • Reviews pre-employment forms and credit reports for derogatory information and forwards the documentation to the appropriate parties.
  • Initiates background investigations by entering employee data into the Electronic Questionnaires for Investigations Processing (eQIP). Reviews background investigations forms for completeness and tracks progress of investigation.
  • Completes Requests for Personnel Action (SF-52s) for accessions, resignations, promotions, reassignments, extensions, etc.
  • Communicates with supervisors/managers on the hiring process recruitment strategies and special programs that meet their needs and objectives.

IMPORTANT NOTES:

  • This is a Cadreposition, which is a competitive service status position with a full-time seasonal work schedule. Although highly unlikely, depending on the level of disaster activity, you may be placed in a non-duty status if there is insufficient work. This would be extremely unusual and has not occurred in numerous years.

Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. You must meet all qualification requirements by the closing date of this announcement. You may qualify based on experience, education or a combination of both.

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hoursmust be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated* "Ineligible"*for that grade level.

GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

  • Preparing and/or coding a variety of personnel actions related to staffing such as accessions, promotions, reassignments, awards, etc.;
  • Performing functions related to advertising and filling positions, such as reviewing applications and making qualification determinations; and
  • Using an automated system to initiate background/security investigation or reviewing background investigation forms for completeness. GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

  • Preparing and/or reviewing a variety of personnel actions for Federal government civilian employees related to Staffing, such as accessions, promotions, reassignments, awards, etc.; and

  • Performing functions related to advertising and filling positions, such as reviewing applications and making qualification determinations; and
  • Using an automated system to initiate background/security investigation or reviewing background investigation forms for completeness.
  • Communicating with employees and supervisors to provide guidance and/or obtain information related to staffing and recruitment & placement activities.

GS-09:**Master's or equivalent graduate degree or2 full years of progressively higher level graduate education leading to such a degree orLL.B, if related.
