Incumbent serves as an Aerospace Engineer with responsibility for regulatory oversight of aircraft certification programs and continuing operational safety in aircraft propulsion systems. Incumbent is responsible for applying safety management principles using advanced engineering knowledge and risk management techniques. Responsibilities include review and evaluation of regulatory compliance for aircraft certification projects and initiation of safety determinations for continuing airworthiness. Oversees Designated Engineering Representatives (DERs) for technical and procedural compliance to the regulations. The incumbent may also work with applicants for design approvals related to 14 CFR parts 23, 25, 27, or 29 and other 14 CFR parts of the Federal Aviation Regulations (FAR) as assigned.

Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;(b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties);(g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (for example, holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). In addition to the basic requirements all candidates must demonstrate one year of SPECIALIZED EXPERIENCE equivalent to the next lower level pay band (or equivalent grade level) in the Federal Government (FG-11/12 or FV-H level). Specialized experience must be in or directly related to the design, development and evaluation of aircraft propulsion systems. Applicants should include examples of specialized experience in their work history. Specialized experience should include experience in the design, development and evaluation of aircraft, aircraft propulsion systems, aerospace vehicle design, system integration and controls, safety management systems, risk based assessments. Additionally, the applicant should have the knowledge, ability and skills to apply thermodynamics, aerodynamics, heat transfer, fluid dynamics, and computational methods (FEM, CFD, etc.) to aircraft propulsion systems. Applicants should include examples of specialized experience in their work history. Eligible applicants meeting the minimum qualification requirements and selective factor(s), if applicable, may be further evaluated on the Knowledge, Skills and Abilities (KSA) listed in the announcement. Based on this evaluation, applicants will be placed in one of the following categories: score order, category grouping, or priority grouping and referred to the selecting official for consideration.
